A friend of mine has an interesting answer to this: how good he would have been is kind of irrelevant; we should still be thankful that he wasn't in power when the pandemic happened – because the right-wing press would have torn into lockdown and any big spending commitments to combat the pandemic as creeping Stalinism, and it would have been impossible to sustain the broad consensus we got when it was Johnson and Sunak doing those things.

And Labour would list every Tory who served under Truss and Johnson? Simpler to ask ask are you better off now than 13 years ago.
